So, let them vote against it.

Then pass it again. And make them vote against it again.

The point is:

"Senate Majority Leader Harry Reid, D-Nev., who controls the Senate floor schedule, has said he will not bring the repeal up."

If it's not brought to the floor for a vote, then no one can vote for or against it. That's why McConnell wants to embed it in an already popular primary bill would pass on its own merits.

2. Make it for 1 month only so has to be re-visited...

3. repeat 1 and 2

That's why McConnell wants to embed it in an already popular primary bill would pass on its own merits.

I believe a discharge petition is also feasible. A total of 51 signatures calling for the bill to be discharged from committee and brought to the floor forces Reid to act.

With 47 GOP Senators, perhaps, four of the 23 Democrats who are up for re-election would be interested in saving their jobs.

At any rate, McConnell has ample parliamentary tactics at his command to force a vote.

Then, if they actually turn it down, do it all over again.
