There's a simple solution: Congress should grant California the right to have its own currency. For the sake of argument, let's designate it the California Moonbeam (CMB), in honor of the state's once and current governor. It will start out as USDCMB == 1 and float thereafter, depending on holders' willingness to hold (what could be more fair than that??).
All state salaries and pensions will be in CMB. Other obligations of the State of California will unfortunately remain denominated in USD. Can't upset the interstate commerce applecart too much, you know!
Printed versions of the CMB will be available in a variety of textures and rolls, to facilitate the personal hygiene of state office holders and retirees.
