WASHINGTON – Senior presidential adviser Valerie Jarrett says the Obama administration believes it can make "targeted investments" for job creation while simultaneously supporting cuts in the budget.
Jarrett tells CBS's "The Early Show" investments are necessary in education and infrastructure to encourage business formation and hiring.

We’ve been “investing” billions of dollars in “education” for decades with no material change in outcome. The ROI has to be zero or even a little negative.
Apparently this is too much math for RATS to comprehend.
“Investments” is one of Rush Limbaugh’s drinking game words for the SOTU address tonight.
It's 2011. What problem is Obama trying to solve? I'm not sure, but I know the solution is "investing in infrastructure, education, research".
Yeah--that will be the catch phrase coming out of this SOTU. Of course, it simply means throwing good money after bad on more massive government spending programs in Dem districts--Stimulus II, while paying lip service to spending cuts, which will really simply be reducing the insane future baselines in Obama's last budget. As in: "See, instead of a 200% increase, we only increased it 100%. Our administration 'cut' the budget and any Republican who wants to only increase it by 50% is extreme Right wing."
Buzz words for criminal activity.
Tax and spend, and then spend some more.

I have to laugh cause I’m gonna start crying while I watch these ‘progressives’ take this country down.
“Targeted Investments” means taking your money and giving it to Crony Capitalists and thug unions that support the Democrats.
This is the exact same argument and sales job they used to push the 800+ billion stimulus package - which turned out to be worthless and a complete waste of almost a trillion dollars. It created no net jobs.

As a retired investment banker with a good amount of venture capital experience, I can tell you with some authority that even extremely good venture capitalists have difficult in making good "targeted investments."
Those dolts in the White House, with absolutely ZERO experience, don't have a snowballs chance in h$ll!
If Obama and Jarrett and the rest of his team of know-nothings had any real world experience, they would know that making "targeted investments" is extremely difficult and infinitely beyond the expertise of government. This is just more of the same hubris by ivory tower types who believe that their harebrained ideas can be easily converted into real world solutions.
When Omama and his Democrats say “targeted investments”, they mean your tax money has to be given to special interest groups and others that reliably vote Democrat. Just like the so-called stimulus money, you and I won’t see any or won’t benefit from the extra government spending. The only infrastructure Omama wants is that used to build his campaign for a second term. To them, education means teacher union payoffs and research means phony science like global warming.

I’m sure they can get “targeted investment” into their cronies and own bank accounts.
Well, I support massive “headcount restructuring” of Federal employees and substantial “streamlining” of government programs. So there.
