EXCLUSIVE: Obama to Declare 'The Rules Have Changed' (Leaked Full Text of Speech Draft)

National Journal has obtained a draft of the president's address from a Democratic insider who declined to be identified because the source would be violating the White House's embargo. 

In the speech draft, Obama declared that the global economy poses new challenges for America. "The rules have changed," the president says.   Declaring "we do big things...That's how we win the future," Obama extolled bipartisanship, compromise and American exceptionalism while offering an agenda aimed at restoring the nation's economic competitiveness. 

Among the proposals Obama offered was tax simplification, eliminating taxpayer subsidies for oil companies and extending wireless coverage to 98 percent of Americans.   Touting unity to a diverse nation, Obama said: "We may have different backgrounds, but we believe in the same dream that says this is a country where anything’s possible. No matter who you are. No matter where you come from."

Tonight I want to begin by congratulating the men and women of the 112th Congress, as well as your new Speaker, John Boehner. And as we mark this occasion, we are also mindful of the empty chair in this Chamber, and pray for the health of our colleague – and our friend – Gabby Giffords.

It’s no secret that those of us here tonight have had our differences over the last two years. The debates have been contentious; we have fought fiercely for our beliefs. And that’s a good thing. That’s what a robust democracy demands. That’s what helps set us apart as a nation...

Correction - the USA learned well the benefits of a coordinated national military economic policy (fascism) from Nazi Germany. We have been in a war time economy ever since. To paraphrase Voltaire, 'if enemies didn't exist, we would have to invent them'.

Could you imagine the economic hit we would take if (a) we ended the global wars; and (b) the Fed stopped printing money to purchase Treasuries? I mean, it's the only two things this country does anymore - take away that support, and we'd look the part of our fellow 3rd world citizens.

Who do you know that isn't tied-in in some form to either (a) defense contracting; or (b) financial subsidization?

Jeez, imagine 100s of thousands of disenfranchised former military with no benefits, no hopes and a dawning awareness that they were dupes? No wonder we're keeping them offshore.

RUSH: I don’t know about you, folks. It’s really tiresome to be constantly accused of spreading negativity about Obama. Has anybody forgotten the previous eight years of the Bush regime? You want to talk about negativity and anti-Americanism, there was a solid eight years of it from the Democrat Party and about a year and a half of it of Obama himself while he was campaigning.

Me: Where were all this ‘can’t we all just get along’ people when Bush was in office?
