EL PASO - The secretary of Homeland Security is in El Paso this morning.

Secretary Janet Napolitano will speak at UTEP's Magoffin auditorium at 10:00 a.m.

She's going to talk about the administration's plans to secure the border.

Her speech is open to the public.
