The only reason he opposed mandates at the time is because Hillary supported them and he needed a position that distinguished the difference between him and her. The public sentiment then and the public sentiment now has always been the same. The American people strongly oppose mandates. He didn't sell it as government run health care with mandates until he got elected. Obamacare is the centerpiece of his administration.
