I have EZ-Pass and last year while in Florida, following my GPS device got on a Sun-Pass toll road that wouldn't take cash or EZ-Pass, but I didn't know that. When we exited, I had to go through the exit {with no attendants and no place to put money} but a camera to record my exit.
I got a letter from the Florida DOT which was a warning but no fine.
Florida treats tourists very well, but, I'm not sure I'd have received a warning if I had Florida plates on my car.

my tag number changed (FL) and I didn’t update sunpass, and I got a bill for the toll (like a dollar) and I think a 2.50 fee. Very reasonable, considering, though they do advertise 100 dollar fines. Not sure under what circumstances they apply those.

...I have a SunPass and use it when I pass the EZ-Pass toll plazas with no problem. I seem to recall that they made it a priority to merge the systems to prevent your stern letter from the DOT. Unless you are talking about an EZ-Pass from another state.
