I believe that would include Parkland Hospital in Dallas, which is where 900 anchor babies from illegal aliens are delivered each month.
Now Texas is getting power from Mexico....Scary stuff..
California's broke and their citizen face much larger inconveniences than roving blackouts.
Which is no doubt why *hundreds of billions* were spent on freeways and tens of thousands of buildings for earthquake retrofitting...
But like the U.S., the state government is broke.

good points you bring up, and with the background you noted, certainly seem to be am expert in dealing with things like this.
i was lookiing at this as the toys vs the necessities.
your point that this is sloppiness on part of hospitals and power companies is well taken.
