I've thought about it, and you're right. Disband the entire Agency. Refer for prosecution all of the Senior managers.

Then come up with a drastically smaller Agency authorized to collect Constitutionally authorized excise taxes.

LOL, that didn’t take long. :) I would just add they’d also be disallowed from having guns.
