To be technical, Espionage is done on behalf of a foreign government, say what you may but Julian so far as I can tell is NOT in the employ of any government. So, while his actions may have been damaging, they aren’t [currently*] ‘espionage.’

*I say currently because he may, in fact, be under the employ of another government; but that has to be proven rather than merely assumed.
