Exactly. I think the downtown site will not happen. Just the hurdles/time that come with the EIR's would put off any franchise. The best chance is the Chino Hills site near the 60 & 57 freeways. They've got the land there, the freeways, and they wouldn't have to deal with the City of L.A.
