A president already has the ability to command every communication wire (FCC from the 1930s) in a national emergency.

Had the same thought on the huge promotion of plug-in electric cars. Once all of our cars get their "fuel" from the outlet on the wall, Fed Gov could control our "fuel usage" easier by putting limits on house electricity consumption. Already trying to do it with home thermostats.
