Mullahs' regime in Iran, OTOH, are true Islamic rulers together with their thorough Islamic Constitution, which stipulates many 'democratic' elements within the strict confines of Islam (such as voting & political participation by non-moslems, freedom of religion, assembly, etc..). The fact is that, in practice, it, primarily, has a semblance of 'democracy' & on paper only.
IMO, A reason, Obama referred to 2009 riots in Iran as "They are having a robust discussion" & "the U.S. should not interfere in Iranian "internal" affairs", was because Iranian regime is already a thorough Islamic one.
Obama doesn't have a problem with the Iranian regime because he believes, unlike Egypt under Mubarak or Iran under the Shah, the Islamic regime in Iran reflects the will of the majority of the People. So, it seems a religious dictatorship, to Obama, is not a 'dictatorship' at all, so long as it has democratic provisions under Islamic laws.
And, that the 2009 riots in Irans were primarily a post-election dispute between the two factions of the same Islamic regime.
