As a small Texas business who reports to the State Comptroller, I will be most surprised to learn, with certainty, of any Texas “use tax”. The Comptroller collects “sales and services” tax in Texas.

Maybe Virginia has such a use tax.

Here is another link for you, prepare to be surprised. Texas Occasional Use Tax:

All Texans are responsible for paying occasional use tax when they buy taxable goods and services for use in Texas and the seller does not charge Texas sales tax, or does not charge the correct amount of Texas sales tax. Use tax is reported and paid directly to the Texas Comptroller's office.
Every state I have investigated that has a sales tax also has a "use" tax, so they can collect taxes on items purchased for use within the state, but for which sales tax was not collected.

Since it is not a tax collected by, or paid by, businesses, maybe it wouldn't be surprising that you hadn't known about it. It's the consumer equivalent of the sales tax that your company might collect for the state from your customers.
