Republicans should make it clear that each new budget will have twice the cuts of the previous one. And that that policy will never be negotiable, and the Governor either signs a budget or there won’t be one at all.

The next budget the legislature sends the governor should be 10% less. And if he vetoes that, cut another 10%.
