Enough of this political theater.
The Repubs should pass the "no-withholding-of-dues" legislation as a stand-alone bill. Not being part of an appropriations bill, it would not need a 3/5ths quorum.
Better yet, pass a bill making Wisc a right-to-work state.
Unless they start passing legislation calculated to make Dems scream, I'm regarding this as political Kabuki theater.

The Repubs should pass the "no-withholding-of-dues" legislation as a stand-alone bill. Not being part of an appropriations bill, it would not need a 3/5ths quorum. The legislation is unnecessary. They should simply enforce Communications Workers v. Beck established that a union may not withhold without permission.

I would have to believe that the governor and legislators are fully aware of the kind of possibilities you mention. They need to be very prudent however as the credibility of the legislature and the political legitimacy of a law passed under such conditions could become problematic down the road. Sooner or later, after these 'rat-holes cool off and grow up, they all have to be able to get back to work together.
