Can't. Anything involving how the government disburses funding (which school vouchers would) needs a 60% quorum.
Right to work, voter ID, etc only need 50% quorum.
Let's suppose you are right, for a minute. Could they eliminate whole departments dear to the Dems? The eliminated departments would be budgeted, but there'd be no employees. That oughta bring them back in a rush!
The rule of 60% quorum for fiscal bills comes from the state constitution.

They might want to vote on requiring elected legislators to spend at least 80% of the session in attendance or forfeit their pay. Missing half the term should forfeit a seat. With fewer elected officials, the number required for a quorum should fall as well. When that happens, take the vote on the Governor’s plan.
