Chessboard VII: War on the Southern Border

We have now raised the threat level of Mexico and the Southern Border. The threat from our Southern Border is greater now than the Afghanistan/Pakistan conflict. The inactions by our government are treasonous. Our leadership in Washington, DC continues on a rudderless course when it comes to National Security. We need leaders that understand current threats and vulnerabilities and place them in charge immediately.

It is now time to enforce the rule-of-law and the protection of Americans and our country. No more excuses…no more delays…no more politics., no more kowtowing to special interest groups, or claims by open-border believers and LaRaza. The fact is, the Citizens of the USA are in daily danger and are being killed because the border and interior states of Mexico are controlled by thugs. Once again, the entire area is festooned with upheaval, violence, and lawlessness as it was in 1846. The northern states in Mexico; Baja California Norte, Sonora, Chihuahua, Coahuila, Nuevo Leon, Monterrey and Tamaulipas are under rogue control, and the Mexican Police and Army cannot control them. Therefore, it is in the national interest of the United States to restore order because of this clear and present danger to US Citizens and our economy.

If our Federal Government will not execute an operational plan to secure our southern borders then the States and all Americans must demand it. However, let me provide an executable plan of operations for the Federal Government to undertake with resolve and commitment to protect and secure the American people.

The problems on and across our southern borders of California, New Mexico, Arizona and Texas are in the news every day. You would have to live in a perpetual cave not to know the situation. We have a war of gigantic proportions…illegal invasions, treacherous drug cartels, gangs, human trafficking, drugs (is there not a war on drugs???), smuggling, kidnappings, and corruption of officials on both sides of the borders. Now if I were the Commander-in-Chief, I would be on a war-footing and I would have my military commanders planning and executing a strategy that will defeat swiftly and decisively these cancerous enemies and bring the border under control.

The plan is basic and advanced unconventional/conventional war planning. This combines the best use of our Forces that will encompass intelligence, targeting, structural organization of our forces to accomplish the mission, base operations, offensive and defensive operations. First, organize three (3) Border Task Force Groups (BTFGs) and position them in three operational bases, one in Texas, one to be in Arizona and one in Southern California. We have existing bases in those states that can be use. There is no requirement to create any new bases. I will not name these existing bases because of operational security but Department of Defense can easily figure this out! The BTFGs will be organized based on joint task forces of Special Ops, Army, Air Force and Navy. Selected units and personal will be relocated and moved to these designated bases. I would also declare with Mexico, a 20 mile “No Go” zone on the Mexican side of the border. Any group or persons occupying this zone engaging in criminal or illegal activities against Mexico or the United States will be engaged and shot on site.

There will be approximately 5,000 warriors assigned to each BTFG. The organization will be commanded by a Two Star “Warrior” and each of the three BTFGs will be commanded by a Brigadier General. The mission for the Command will be to target and conduct offensive and defensive operations on the Mexican side of the border. National Guard, Border Patrol, DEA, and local sheriffs units will conduct border security operations on the United States side of the border. This initiative does not violate any existing Posse Comitatus laws and is supported by many active and retires border Sheriffs and Border Patrol Agents.

The Posse Comitatus Act is a United States federal law (18 U.S.C. § 1385) passed on June 18, 1878, after the end of Reconstruction, with the intention (in concert with the Insurrection Act of 1807) of substantially limiting the powers of the federal government to use the military for law enforcement. The Act prohibits most members of the federal uniformed services (today the Army, Navy, Air Force, and State National Guard forces when such are called into federal service) from exercising nominally state law enforcement, police, or peace officer powers that maintain "law and order" on non-federal property (states and their counties and municipal divisions) within the United States. The statute generally prohibits federal military personnel and units of the National Guard under federal authority from acting in a law enforcement capacity within the United States, except where expressly authorized by the Constitution or Congress. The Coast Guard is exempt from the Act.

The National Guard is and will be the asset of the State Governors to be used as required to augment the Active Force BTFGs operations on the US side of the border. Remove Homeland Security Department from this action completely.

Maximum use must be made of our Special Operators, Delta Force, Special Forces, Seals, AF Special Ops, Rangers, Marine Recon and Special Ops Air Assets and augmented by Active Force regular Army, Navy, Marines and Air Force.

The concerns and anxiety of Americans, particularly in the Border States have grown significantly in the past year. Governor Jan Brewer has had to take extraordinary legislative action to help rectify the situation and we applaud her and others in Arizona for their initiative and courage. Changes in law enforcement operations have forced smugglers of drugs and illegal aliens into ever more isolated areas, increasing the number of deaths and the level of violence to a point where even the most hardened enforcement officials are alarmed. The political ferment over illegals has never been greater. 78 percent of Americans think and know that the government is not doing enough to control our borders; talk shows bristle with demands for action. Additionally, Global jihad and jihadis are a major threat as they eye the southern border as a path of least resistance to strike inside the United States. America…We must act NOW for the welfare and security of our precious nation.

I heartily agree with this this feature, though the border cities in Mexico will have to be dealt with in some way (perhaps a seige).

The inactions by our government are treasonous.

The General's statement is the equivalent of:

"...He has excited domestic insurrections amongst us, and has endeavoured to bring on the inhabitants of our frontiers, the merciless Indian Savages, whose known rule of warfare, is an undistinguished destruction of all ages, sexes and conditions.

This would work....Move the Jews out of Isreal. Put them on that 20 mile no go zone, and the incursions will stop!

Having no military experience myself, I am reluctant to critique a Major General, but, still, having a great deal of experience with Mexico, I respectfully do not think his plan would even begin to work. There is only one sad and difficult way this problem will play out. We cannot simply "secure the border" as if we were to erect an impenetrable fence. A 20 mile "no go zone" is a tiny step in the right direction, but pitifully inadequate. Without going into a lot of detail, I'll simply ask you to ponder will will happen as the Mexican government collapses, as its 110 million people descend into anarchy and revolution on our southern border. Do you think those who who wish us ill will not see the opportunity. In the 19th and 20th centuries it was France, Britain, and Germany seeking advantage in Mexico at our expense, this time it will be China, Iran, Russia, Venezuela, and who knows who else. We could not tolerate a Mexico allied and dependent upon one of those powers, or, frankly, any foreign power.

Sadly, very sadly, there is no other way: we are going to have to occupy and rebuild Mexico, and it will destroy the United States as we know it now.

We've been saying that for years, but alas, we're running out of people who attempt to organize such an effort. You see, we can't use anyone who is already in government employ to take part in such an effort, for it will put them in violation of their oaths.

What we the people need is a new oath and an empowering document that is in harmony with the ultimate goals of the Constitution concerning the implementation of immediate reprisals and summary actions which will bring forth the changes we need in all levels of government.

Then once we get our charter, we can act as a constitutional group.

So how do we the people go about getting our charter? A meeting of state governors?

The situation in Mexico is steadily deteriorating, little bammy and Janet Nappy are blaming America while the native Mexicans are looking to the north.

Our government damn well better have the detention camps ready near the Mexican border because two more years of this crap and northern Mexico will evacuate

u.S. Citizens are NOT going to put up with the lawlessness of that population and it will become common to shoot them when the gangs come on the Citizen’s property. Our own “government” will come down on the American Citizens that defend themselves which will encourage the Mexican gangs to institute full-scale militaristic operations throughout the border states.

The inept feds will be totally outclassed and then do incredibly stupid things like “ban guns.” The BATFE have already been revealed as trying a “backdoor” restriction with the “more than one rifle rule.”

Yea, that gun ban strategy worked so well in Mexico, right?

It will be at least two more years before we can have ANY expectation of a intelligent, grownup response to the Mexican war. By then, too late for Mexico, only FULL scale military operations from the u.S and perhaps some token assistance from other countries combined with the total upheaval and displacement of the Mexican population will have a snowballs chance of resolving the Mexican collapse.

Any predictions on the odds of the u.S. actually saving Mexico?

It's pretty obvious that you've not seriously wargamed this as a military operation. You'd put a BGEN and 5000 BTFG personnel into California, which only has two counties actually contiguous to the border? That's aloppy tasking; forcing the ORBAT of your units into a one-size-fits all instead of taking advantage of the local conditions to determine the unit size and type placed there.

Likewise, Arizona only has 4 counties actually on the border, and New Mexico only has three. It's Texas where 15 counties will each require troops, and a light battalion of around 335 troops each would be too light, while an overstrength company of 335 would be spread too thin.

A couple of better ideas: assign each state to one of each of the services: California to the Marines, Arizona to the USAF, New Mexico to the Navy [no present bases there, but great training opportunities for Navy Shore Patrolmen and recent BUDS/ SEAL operators] and leave Texas to the Army, which has Ft. Hood, Ft. Bliss, and Ft Sam Houston in San Antone as support and forward operating bases, plus Ft Huachucha in AZ as the operational base for ground surveillance and UAV operations. For the short term, simply set a battalion in each county [about 700 pairs of boots on the ground, depending on unit type and TO&E] and support them with additional subunits and other needed assets, including law enforcement and medical/casevac flights from the FOBs.

Alternately, since between one tenth and one fifth of the Mexican population is at present resident as refugees in the United Sytates, occupy and operate the Mexican oil fields and state-owned PEMEX refining and distribution facilities on their behalf, holding any profits derived thereof forb them, once any claims resulting from the presence of refugees in this country over trhe last some three decades have been settled.

Legal restrictions from the Posse Comitatus Act do not apply to the Navt and Marines and in any event do not apply to repelling invasion. short of a declaration of War or a state of hostilities, however, Congress could issue a Letter of Marque for border operations; such assignments are not limited to the naval service [which practice we renounced via the Treaty of Paris] but there is no limitation to such assignment on land. A Private Military Contractor would be a likely recipient of such a congressional letter, but there are alternative options, including state forces or the use of a contracted foreign military service. Background:

Arizona

The state of Arizona has 4 counties that border Mexico. They are Cochise County, Pima County, Santa Cruz County and Yuma County.

California

The state of California has 2 counties that border Mexico. They are San Diego County and Imperial County.

New Mexico

The state of New Mexico has 3 counties that border Mexico. They are Dona Ana County, Hidalgo County and Luna County.

Texas

The state of Texas has 15 counties that border Mexico. They are Brewster County, Cameron County, Culberson County, El Paso County, Hidalgo County, Hudspeth County, Jeff Davis County, Kinney County, Maverick County, Presidio County, Starr County, Terrell County, Val Verde County, Webb County and Zapata County.
