Shortly after the city was founded in 1832 it was selected as the site for the big cash payoff to the Northern Indian tribes for their lands in the East.
That event attracted every con-man in North America and many of those in Europe. Except for those who accompanied the Indians West to Oklahoma and other sites carved out for them, the criminal class just never left the place.
Some analysts believe that Chicago's population was majority "criminal" for the next 100 years!
There is no hope.

LOL — it started well before 1960 — my family is from there; we left in ‘53. My whole life I heard about the corruption of Chicago govt. — from remaining relatives and family friends. Yecchh!!!
The few remaining relatives in Chicago vicinity live OUTside the city limits.
