I don’t think what they are referring to is open source software-that would be suicidal for any military. The US tends to be rather restrictive regarding transfer of systems like electronic warfare units, radars and maintenance of weapons, while the Europeans are typically more liberal.
Some of the electronic warfare systems on the Gripen and its datalink are regarded as being among the best in the world.
