Yes, it is a warning given by the referee when a player commits a serious foul. Since in international play the referee rarely speaks the same language as either team, the yellow card is the universal symbol of “last warning, buddy”.

If the player commits another foul the ref shows the Red Card, which means he is tossed out of the game. So I suppose if Pootie screws-up one more time the Euros are going to eject him from power?
