If it is a Fiscal Year 2012 proposal, why is it opening now? What was the source of funds for FY11? Did they divert funds from other programs? Did they need Congressional approval?

So how much is this costing us to put out Obama’s climate propaganda.
This thing hasn’t opened yet and I already question it’s credibility.

The Climate centers at universities are intended to give cover to academics who create scientific data out of whole cloth and have access to young college students.

I think that I should add, that all the people at NOAA are not necessarily frauds and are not willing to submit the fraudulent data that the Obama administration needs to support their Climate Change agenda. NOAA proved this during the Gulf Spill testing of the oil dispersant.
Before Climategate was exposed as a fraud, both NASA and NOAA had been subverting their data to that of the East Anglia people, saying that their data must be more accurate because that was their area of concern. After the fraud was exposed, both NOAA and NASA officials returned to using their own data.
So, Obama needs new sources of fraudulent data and is willing to pay for it.

Department of the Interior should be divided up and handed off to the various states, both the lands they manage and the people that manage them. The lands should become state lands and the people, if the states decide to keep them, should become state employees.
Then, at least in the case of BLM lands, they should sell the lands to private citizens. The land will instantly go from being a tax consumer to a tax generator. And the feds will lose much of their power over both states and individual citizens.

Are they going to give it millions of dollars a year and not let anyone in (just like in Climategate)?

Washington Post Global Warming Alert:
Arctic Ocean Getting Warm; Seals Vanish and Icebergs Melt
The Arctic ocean is warming up, icebergs are growing scarcer and in some places the seals are finding the water too hot, according to a report to the Commerce Department yesterday from Consul Ifft, at Bergen, Norway. Reports from fishermen, seal hunters and explorers, he declared, all point to a radical change in climate conditions and hitherto unheard-of temperatures in the Arctic zone. Exploration expeditions report that scarcely any ice has been met with as far north as 81 degrees 29 minutes. Soundings to a depth of 3,100 meters showed the gulf stream still very warm.
Great masses of ice have been replaced by moraines of earth and stones, the report continued, while at many points well known glaciers have entirely disappeared. Very few seals and no white fish are found in the eastern Arctic, while vast shoals of herring and smelts, which have never before ventured so far north, are being encountered in the old seal fishing grounds.

Some of the funds to erect these centers should include money for a wrecking ball...
On 2/19, the house voted to defund monies being sent to the IPCC, and on 2/23, voted to defund the offices of the climate change czar.

According to NOAA, its new Climate Service "will provide a reliable and authoritative source for climate data, information, and decision-support services," Decision support services? I'm sure there will be no politics there. < /sarc >
On the plus side, at least a lot of these propaganda centers will be centralized and can be de-funded easily.
