Boeing wins.
Boeing's offer was more than 1% cheaper than EADS, so other factors like range, fuel capacity etc. - while evaluated beforehand - were not taken into account. EADS, which had the cheaper offer in 2008, had already lowered prices from the previous level, but Boeing with the smaller and somewhat less capable 767 was able to underbid them this time. No surprive given the size of the aircraft and the way the bidding process was structured.
However having EADS in the running saved the taxpayer a heck of a lot of money.

Boeing wins? Big surprise. Will they get it built? I’m still waiting for them to deliver the first 787 to a customer.
