A “Civility Institute” is only needed when the left are at the losing end of an election and will come in the form of the Fairness Doctrine.
According to the left,when THEY win an election, the people(electorate) have spoken and have given the left a mandate for change.
On the other hand,according to the left,when an election is stolen(2000)from the left,the electorate vote against their economic well being(2004), or the electorate is duped by FoxNews along with right wing radio(2010), a civility institute is needed to create proper dialogue.

And if it's "official"...it sounds like a violation of the 1st Amendment.
Civility my ass. The same applies to bipartisanship. The democrat party has always used those two terms as weapons to get their way. F*** them and screw their agenda. The democrat party is the party of slavery and we will not be tax slaves to support the democrat and union plantations anymore. This is the slave rebellion that the democrats worried about in the first half of the 19th century and they are right to worry because this time it’s going to happen.
