Just as the old Washington State Dept of fisheries began to time openings for commercial salmon fishing based on the amount of fish available and the price per pound in order to destroy the commecial fishery, so too will NOAA take that page and apply it to the same end.
Just another move by a government agency to expand its charter to accommodate more employees and more regulation.
