Can someone explain to me why the state legislature hasn’t passed a bill declaring the seats of AWOL members to be vacant after a certain number of missed days. That would make the need for a recall moot. And it might just get the AWOL members’ butts back faster.
Mew - they don;t have to. Wisconsin statutes already provide that the Governor can declare their seats vacated if they fail to appear for thirty consecutive days.
It would be challenged constitutionally and overturned. The rules for expulsion (and this would be expulsion for non-attendance) require a 2/3 majority of ALL members, not just present ones.
The constitution DOES explicitly say that each house may impose whatever penalties it wants for refusal to attend quorum. I would go for a $5000/day fine. Put a lien on their homes and cars and deduct it from their pay.
No need to pass a new bill, one already exists, but the threshold is 30 days. The clock is ticking...
