I agree that the Walker approach has been deliberate and consistent with midwestern values.
That said, you must admit, that if roles were reversed, the RATS would be passing every bill imaginable that the GOP would detest. Accordingly, it is past time for the GOP legislature to pass a voter Identification bill, concealed carry, and every other legislation the Left would hate.

As satisfying as that would be, it is essential that the GOP governor and legislature maintain the confidence of the voters. They have it now...they can't afford to lose it.
For that reason, they need to avoid passing controversial legislation at this point that would erode their mandate.
One the wayward Democrats return, the GOP will still have the majorities that can be used to argue for -- and pass -- the items you're suggesting. And, more importantly, they'll still have the mandate.
Would be, and in fact did on the national scene for two whole years, much to our chagrin. All the while, there was no GOP fleeing to the borders during the Nanzi/Reed(sic)/zero reign of legislative terror.
