The landscape of parts of Japan looks like the aftermath of World War Two; no industrialised country since then has suffered such a death toll. The one tiny, tiny consolation is the extent to which it shows how humanity can rally round in times of adversity, with heroic British rescue teams joining colleagues from the US and elsewhere to fly out.
And solidarity seems especially strong in Japan itself. Perhaps even more impressive than Japan’s technological power is its social strength, with supermarkets cutting prices and vending machine owners giving out free drinks as people work together to survive. Most noticeably of all, there has been no looting, and I’m not the only one curious about this.
This is quite unusual among human cultures, and it’s unlikely it would be the case in Britain. During the 2007 floods in the West Country abandoned cars were broken into and free packs of bottled water were stolen. There was looting in Chile after the earthquake last year – so much so that troops were sent in; in New Orleans, Hurricane Katrina saw looting on a shocking scale.
Why do some cultures react to disaster by reverting to everyone for himself, but others – especially the Japanese – display altruism even in adversity?

9/11 didn’t leave vast swaths of the country without access to food, water, sanitation and shelter. As terrible as 9/11 was, it was nothing compared to this. Nothing.
And even at that, there was still more looting in NYC than there has been in Japan.

all one need do about how certain groups handle calamaties is dissect behavior after Katrina in Mississippi, New Orleans and St Bernard’s parish.
It tells all you one needs to know....in plain English....with pics and crime reports..which segments break down first and which ones rally to protect themselves and their property. This is not to say some ..maybe even quite a few did not do the right thing but amongst those who did not do the right thing it came almost wholly from their community....preying on others and each other. Fortunately, “others” in that part of the country still have balls and guns and most importantly..WILL.
and now the Japs are showing how a serious culture will prevail.

There are plenty of honest hard working black police officers... working in ethical departments all over the country. My guess - in a relatively corrupt organization - the numbers of black and white offices on the take would be somewhat similar taking into account education, background etc...

Looting in this country can be directly blamed on democrats, with their welfare, to get votes, programs. The democrats have stopped or slowed some people from doing much better for themselves. It is a shame.
What is happening puts another “black eye” on Katrina for its residents and Haiti as well. The mass media will never comment on it, but people are because the causes of the looting are obvious. Everything that liberals scream is the way we should be living, welfare, cultural diversity, large government interferring with every aspect of our lives is a lie. How hard must it be for the conservative African Americans to have to deal with this too?

Homestead, FL suffered a somewhat similar level of damage after Hurricane Andrew. Some locals shot at some looters and the looting problem was rather less than many feared it would be.

The purpose of the bell curve was to get away from the individual anomalies on both sides of the curve and show the main body of what ever was being evaluated.
You also state it is not race that makes the difference but as every single person who ever used that line you offer no proof.
There is proof positive that race not only can change the color of the skin (on average) but can, change the average height, can change the shape of the eyes, can create unique genetic medical conditions, can change the average athletic capability of the group...yet there are still those who CLAIM race cannot change the type of person ON AVERAGE, hence the bell curve to cut through all the prejudice of those who want to hate and of those who want to make excuses.
At least in the USA we are all supposed to be equal in the eyes of the law as it should be. Don't try to tell those of us who can see, hear, read, count that we are all equal.
