They are a different class of people in that they have "class." Were this New Orleans, St. Louis, Chicago, etc., the result would be much different. The Japanese have not yet introduced "tribalism" to their culture.

I also think that, unlike 911 which was only a certain part of a city (outsiders from other neighborhoods with bad intentions) could come in and try to steal, the destruction was more vast in the affected areas of Japan. Basically, everyone was a victim directly affected, they're too busy looking for their missing families or just trying to survive minute to minute even as we speak. When its the victim doing the looting it's not called looting it's called survival.
But again I also think culture has a lot more to play in it as you said.

Maybe they did at one time but outgrew it as their society matured (Vulcans Vs Romulans)? Every man for himself is not a long term survival strategy individually or as an insular population.
