During the 2007 floods in the West Country abandoned cars were broken into and free packs of bottled water were stolen.
There is a difference between scavenging and looting. A thirsty man taking water for himself is scavenging. Grabbing a big screen TV is looting. Unfortunately there is a line someplace between a six pack of bottled water big tub of Heineken.

Unfortunately there is a line someplace between a six pack of bottled water big tub of Heineken.What always amazed me about Looter Guy was the beer in his back pocket. The tub wasn't enough, he had to fill his pockets too.
