It is too late now, but I was wondering why they didn't fly over there, like they do with forest fires, and dump water on the thing before it got out of hand.

Because the stuff that needs cooling is inside a big stainless steel dome, and you really want it to stay there. As for the pools of spent fuel, even a small pump, running 24/7 can move a lot more water than an air drop.
