Don't count on it. Telling the stations that the money they get from the government, which typically accounts for about 20% of their annual budget, can't be sent on the the network simply means that they'll juggle their accounts to show that all that money is going to pay overhead and other expenses and that the money to pay NPR is coming from a different bucket. The actual cuts have been minimal.
