Have you considered that Colombia is more or less surrounded by Hugo’s butt buddies - Ecuador, Bolivia and Nicaragua? Hugo wants not just South America, he wants the Latin countries up to and including Mexico. Up the isthmus, then up the Obama of the U.S. I’m sure he also wants the Panama Canal so he can strangle trade.
