I didn’t think that sounded entirely right. Even Jefferson can get the Constitution wrong, as weird as that sounds.

Every president up until Nixon had that power. They could impound funds if they thought it was unnecessary, an executive power. BUT, it was more often used as an arm twister to get votes on certain legislation passed or not passed. Vote my way or your district might not get that new highway.......
