I don't have a problem with the split in powers. Congress can only authorize the money. They can't spend it. President can't authorize or swap the money around, he can only spend it or not.

Anything that slows government down is good in my book. If we get attacked on CONUS, we the people, and the military will lead, and government will follow. Otherwise, it's good for government to not spend money and get slowed down.

Congress both appropriates and authorizes money.

Slowing down government is fine with me too. I like gridlock. I don’t like stupid decisions like this one though because I believe it puts our military readiness at risk. You are 75% done with a program that has been funded for well over a decade. Makes no sense to cancel it now. Go after something that doesn’t involve national defense.
