First in buying these crapmobiles, then in replacing them when they dont work, not including the man hours lost.
Depends on whether the vehicles are replaced ahead of their usual lifespan and what they're replaced with. CNG fleet vehicles are widely used in states and municipalities as well as in other countries. W should've been on top of this.
