In the Socialist State, commissars are ALWAYS exempt from the rules governing the proles.
Hence my nomenklatura comment at the top, they were the privileged class who ran the Soviet Union, and were exempt from the rules and shortages that plagued the proles. They had special hospitals, stores, transportation, housing, vacation resorts, etc. reserved only for them. I think it is interesting that someone recently removed the “privileges” paragraphs on the nomenklatura from wikipedia.
