I always wondered why school busses have no seatbelts when at least here in MA the rest of us are forced to use them.
Maybe if these little rugrat punks were strapped down this problem would not be as bad.
Judging by what they do to drivers, and having first hand experience driving in parts of said city, they would find ways to use them as weapons.
Convert the buses to prison buses. Put up a fence and gate
between the driver and the little criminals.
