LOS ANGELES, Calif. The federal government on Thursday agreed to pay $1.95 million to settle a lawsuit with the family of a now-deceased illegal immigrant who was denied medical care for cancer in detention.
Salvadoran immigrant Francisco Castaneda was denied a biopsy for a painful lesion for 11 months while in the custody of federal immigration authorities from March 2006 to February 2007. He was later diagnosed with penile cancer and died in 2008 at age 36.

Castaneda was convicted of drug possession in 2005 and spent more than a year in state and federal detention facilities. He complained of a painful lesion on his penis but was never given a biopsy, even though it had been ordered by his doctors. He was given pain pills and clean boxer shorts every day, but his condition worsened.
Castaneda was released from immigration custody in February 2007, just days before a biopsy was finally scheduled and after the American Civil Liberties Union wrote letters to ICE demanding he be treated, court records show.
Castaneda went to the hospital and was diagnosed with cancer. Less than a week later, his penis was amputated. A year later, he died.

Considering his ailment, perhaps his quality of life would be such that a pain pill is all that's available...to the average taxpayer under Obamacare.
We actually have Mexicans in our jail for the explicit purpose of getting cancer treatment for free.

If he was held in a US prison for 11 months and denied medical treatment, then yes, the US system is at fault. Not the taxpayers (who will end up paying for it anyway), but the system.
The illegal immigrant should have been deported quicker, so that he could go to a doctor in his home country and get treated for penile cancer.
"Want free cancer treatment? Let us cut off a body part of yours. We got amputees that can use that arm."
