Yes, all “legal”. The President signed it legit; even though the pResident was and is a fraud. Chaos would reign otherwise. OTOH, going forward, another good argument for repeal of every instance of leftist drivel passed, along with all the other arguments proving it needs overturning, is that it was signed by a fraud.

"Legal" may be a misleading term in this case.

The "apparent authority" doctrine means that all persons are entitled to rely on the appearance that "Obama" is President.

So, all actions taken by officers of the government, by Members of Congress, and by judges, pursuant to the belief that "Obama" is President would be legal and not reversible.

Apparent authority only works with respect to those who do not know of the unauthorized authority. At least half of the American public believe Obama is a fraud and operating without authority so the principle is not applicable. Furthermore, apparent authority is a civil law principle and it does not apply to criminal activity such as criminal fraud. If this were so all con artists could go out and bind others with their scams. Think of the chaos that would cause?
