Fast tracked trade agreements can't be changed by Congress. They have to approve or not approve.

Recall how the investor protections in NAFTA were handled. Congress didn't want stop NAFTA, they wanted labor and enviro protections added. So, Clinton negotiated a parallel agreement with the labor and enviro protections. Then, Congress approved both agreements.
