Just because government mandates it doesn't mean it'll happen, or if it does, that it'll happen efficiently. You can CALL spirits from the vasty deep ... but will they come?
Glendower:
I can call spirits from the vasty deep.

Hotspur:
Why, so can I, or so can any man;
But will they come when you do call for them?
Instead, of course, what will happen is two bad things for the state:

1. Power companies will spend all sorts of money to get largely unreliable "renewable" energy sources online in time. To the extent they don't get up to 33% "renewable" generation by 2020, they'll just have to ration power. In any event, higher rates (compared to what would have been) are GUARANTEED.

2. Many businesses, graced with this foreseeable hike in already-high power rates in already-expensive California, will join the mass exodus to other states that do not choose to punish job creators.

Way to go Monnbeam, lefty goals are terrific, until their fantasies run head on into brutal reality.
