(AP) NASHVILLE, Tenn. - State Attorney General Bob Cooper has issued a legal opinion that a Republican-led effort to require photo identification to vote would violate the Tennessee and U.S. constitutions.
Cooper said in the opinion released Wednesday that without a provision to supply voters with free ID cards, the measure "unduly burdens the right to vote" and would constitute a poll tax.

No matter how thin you slice it Bob, it’s still baloney. However, substantial enough baloney that a Federal court will eat it.
Add a proviso of free i.d. cards for the indigent and pass the bill.
So okay, fine its a poll tax... but if its a poll tax because voting is a guaranteed right and to force someone to buy an ID just to exercise that right makes it a poll tax.
Then how is this not the same for handgun carry permits?
Keeping and bearing arms is guaranteed under the constitution, yet the state forces us to spend around $225 for everything... the safety class, permit fees, fingerprints, etc... to exercises that rights.
So how is that not a poll tax to?
That's how simple this one is.
So, how do poor people on welfare and SSN cash their checks or otherwise conduct business with the government?
Picture ID is important for many things today. Now we can add voting to the list.

I’m sure illegals cash the checks using fake i.d. I’m sure they’d do the same thing to vote.
The answer is free i.d. cards. Which should have been the case as soon as an i.d. was required for anything.
I have to show my ID to board a plane, rent a car, rent a hotel room, but not to vote. Yeah, that makes sense.
