He uses the third person so that legally he can say he was talking about those people ( in general) who occupy this governmental position. If he use the word, I, then he would be lying. By using the third person he is not.

Why the third person?

I thought of that exact same thing! I think it is because 0dumbo the RAT bastard socialist commie pig-in-chief, views himself in some detached,abstract, aloof "other worldly" way! As in "My ways are higher than your ways and my thoughts than your thought."

It reminds me of the Seinfeld episode when Elaine was going out with "Jimmy" who always referred to himself in the 3rd person... and then George Costanza was doing it as well... Hilarious episode! At least that intended to be humorous. With 0dumbo, it is a way of life.
