I doubt it as the populations are transitory at this point. In Oregon, the State tried to plan for the future by getting the interested parties(eco-freaks and ranchers) together to work out a plan to address a future population, but, that quickly broke up when the eco-freaks were willing to sacrifice every cow, sheep, goat, dog, and cat to protect every wolf from not be able to lead a happy life.

Since the U.S. government started “seeding” wolves into selected areas, the farmers and land owners have been going crazy from predation caused by wolves who refuse to stay on federal land. Deer and elk herds have also been hard hit. Some USG agencies have introduced the Canadian species of wolf that's even more aggressive than the U.S. version.

Many farmers and landowners have practiced the 3S kind of solution for the government protected species: “shoot, shovel, shut-up.”

I haven't seen a word about that and really doubt it for now, wolf numbers in both states are very low and they couldn't justify a hunt.

It should make a difference though in livestock owners being able to protect their stock. I doubt they'll have to jump through hoops to shoot wolves threatening that stock.
