Shortly after Anjan Dutta-Gupta bought a small Middletown company in 1996 in order to secure potentially lucrative business at the submarine research base nearby, a Navy program officer named Ralph M. Mariano approached him with a stark demand.
Mariano told the Calcutta-born businessman to pay him $6,000 a week or else the Navy would stop paying his company, which had inherited a technical services contract with its purchase of the smaller firm, according to a statement filed Monday as Dutta-Gupta agreed to plead guilty to a federal bribery charge.
That was just the beginning of a 15-year relationship that has cost the taxpayers between $7 million and $20 million, according to Dutta-Gupta’s plea agreement and the criminal “information” filed in Providence by U.S. Attorney Peter F. Neronha.
By the time Mariano and Dutta-Gupta were first charged in February, the regular schedule of kickbacks is alleged to have totaled $30,000 a week....

Why don’t more people like Mariano end up dead?
When I was starting a technical services company I had black contracting officers for Honeywell and Hercules tell me flat out, “You give me 51% of your company and I’ll bury you in business.” In Florida a minority shareholder (49%) has zero rights. The majority shareholder can simply write himself checks. Had I even considered it, it would have been a deal with the Devil.
Incidentally, they both had me take them to really, really expensive restaurants for the pitch. When I eat out, I always get something modest, especially if somebody else is paying. These guys got lobster and steak combos; one of them had me buy him a bottle of name wine. I was too stunned, young and stupid. I should have slapped them and left.
I wonder if they would have hit the floor if you had asked for separate checks.

I sold some oil well workover fluid to a division of Unocal some years ago. An employee hit me up for a kickback worth as much as the cargo.
When I worked for GE Supply their business model was simple: Wine and Dine
I worked for a major defense contractor. It is common practice for the subcontractor to take the prime contractor out to a nice restaurant after work. Wine and cocktails were often offerred.....no problem as long as they made the offer.
I knew Ralph and worked with him for a couple years back before ASFT. I’m not suprised by the charges. My first impression of him was “What gangster movie did this thug come from?” The guy was a stereotypical mobster complete with pinstripes.
Any government employee who deals with contractors should not accept so much as a cup of coffee! It is wrong and they should lose their jobs immediately.
The guy was a civilian employee, you know, one of those unionized government bureaucrats.
He was not a military guy.
Yup, Section 8A contracting laws are a crime at all levels.
You are right. It is illegal for a government employee to accept a gift valued over $10 or so. And they are not to let contractors pay for their meals or coffee.
I can’t stand MBE/WBE’s and won’t answer a bid with an inclusion of them as a requirement or as a necessary means to fulfill a bid.
Usually the bid requires at least 5% of the work be performed MBE/WBE’s. It’s stoopid and with one exception I have found most are incompetent.
I won’t do business with anyone who requires romancing.
Either we win the deal on our merits or it’s not a true business deal.
Besides, I can’t stand sitting down for lunch and don’t care for chit chat with people who aren’t my friends.
I won’t even go to lunch with them if they are my customer.
Never have, never will.
