Brown's Countdown, Day 100: California Teachers Association launches TV ad urging lawmakers to solve budget

The California Teachers Association launched a new television ad statewide Monday urging lawmakers to balance the budget, implying they should do so with taxes and without going to the voters.

The state's largest teachers union diverged last week from Gov. Jerry Brown on whether the state should ask voters to extend higher tax rates on sales, vehicles and income. Brown promised last year he would not raise taxes without a vote – and said last week it was a matter of public sovereignty.

CTA's new 30-second spot does not mention taxes, nor does it refer to the Democratic governor's proposal for a public vote. Instead, it portrays budget spending as crucial to bolstering the economy and schools and says another round of cuts would be devastating. Spokeswoman Sandra Jackson said the ad is airing across the state on broadcast and cable stations.

"It's time for lawmakers to finally get the problem solved now," the ad states. "Our kids and economy can't afford to wait."

The state still faces a $15.4 billion deficit after leaders enacted $11.2 billion in mostly health and welfare cuts and fund shifts last month.

CTA President David Sanchez said last week that Brown should avoid the ballot because it is too late to ask voters to approve the taxes, in no small part because they will see them more as tax hikes than extensions. Instead, Sanchez said lawmakers should pass the taxes in the Capitol on a two-thirds vote.

Why is it that politicians can't understand the impact that raising taxes has on economic behavior? When Celeste was governor of Ohio and companies were bailing out from OH and heading to the South, he thought: We'll fix that! We'll put on an Exit Tax. They put into effect a tax that stated that any company closing its doors had to pay 6 months wages to the state “to help the affected workers” while they were unemployed. Forget the fact that the workers were unlikely to see any of that money, since it went into the General Fund, concentrate on what happened in OH after the tax went into effect. Celeste was scratching his head saying: I don't get it. There haven't been any new companies start in Ohio for the past four months. Then someone with an IQ higher than dirt pointed out that, just perhaps, the Exit Tax was adversely affecting business formation. To his credit, Celeste rescinded the tax and things got back to normal. Still, how could anyone miss the expect impact of such a tax?

Did the CTA show any signs of flexibility on their part, i.e. reduction in retirement benefits for existing and future members? I did not think so.

So we won’t show any flexibility in taxes.

This will all get sorted out when the whole thing crashes. CA is a laboratory for the country as a whole, financially.

In the past it was possible to tax large scale operations with fixed assets that could not easily move.

Time proved that they in fact did move, mostly to Asia.

The last resource available in California are the remaining businesses and the residents. The businesses are more mobile than the residents over time.

Whack them businesses on the way out. Attach any California generated wealth transferred out of state through a federal enforcement mechanism. Then raise every sales/gas/property/meals tax on the remainder. Tax crack and whores and crystal and grass and gambling too.

Everyone will agree this is the proper method to accelerate economic growth.

The Rat unions simply reminding Brown and the Rats who owns them.

Likely Califoniastan is past the tipping point and any increase in taxes will result in less revenue.

The Rats will own this disaster, all the Republicans have to do is stay away from it. The Rats, Brown, and unions will cut each other to pieces and then the voters can vote again while enduring "public servant" strikes and rioting, California voters certainly are getting the government they deserve.

They can't seem to learn in the California public schools either.

Here is how we "solve the budget."

Lay off teachers.

Here in NJ, they are trying to get us to vote in a HUGE tax increase so they can "....continue to provide us with services. VOTE YES on the budget!"

HA! Sorry, I am voting "NO NO NO NO NO!"

Here is the dirty little secret of most states: we don't pay for "services" anymore. For the property taxes I pay (five figures) I should expect everyday trash pickup, a bunch of laborers to tend my lawn, and rose petals thrown in my street when I drive home. The truth is we pay exorbitant taxes NOT for "services" but because property taxes are now a salary and pension Ponzi scheme.
