It's not hard to understand. The idiots that called it in have never seen a real rifle or sword before.
Since they do not know what one looks like, they just assume every long black stick-like thing hanging on somebody's back is a weapon and they are going use it.
They also assume that if it is going to be used, the gunman is going to walk around the stores with it in plain sight while shopping, and then when finished, shoot the place up.
No, it's not hard to understand how somebody could make that mistake if they never bothered to find out truth.
(then again, if they had the truth, even if it was a real weapon, they may have an idea of what to do with it and discover this time it was not a threat and legal.)
