Another theory is that, thanks to the break down of families, girls are developing earlier because they are in the presence of males who are not their fathers or brothers.

Interesting theory. That certainly is true in the animal kingdom and we are animals of sorts. Not on the subject but somewhat similar is that when a female takes up with another male not the biological father of the offspring he is most likely to abuse the offspring of the other male.
If you view humans purely as animals this all makes sense. It makes me sick we are destroying our children.
