Three men were in the vehicle, and the officer detected a strong odor of marijuana when he was speaking with the driver, Garcia said.
Police found a handgun in the man's coat pocket, he said. He also was in possession of marijuana and was wearing a bullet-proof vest.
"The officers did an excellent job in this incident that could have turned deadly," Garcia said.
"This guy had a gun and he had a vest on. That gives an indication that he was ready to use that weapon, so much so that he outfitted himself."
